Congresswoman Jan Schakowsky (D-IL- 9) introduced H.R. 952 - The Put a Registered Nurse in the Nursing Home Act requiring skilled nursing facilities (SNFs) to have at least one direct care RN on duty 24 hours per day, 7 days a week.

About The Issue

Current law requires Nursing homes and SNFs to have a registered nurse (RN) on duty for 8 hours per day regardless of the size of the facility. Over the past two decades, the medical intensity and complexity of care for nursing home residents has increased dramatically. One to two days after surgery a resident who is elderly, frail, and has multiple complex conditions may be discharged from the hospital to a nursing facility. This resident requires expert nursing skills to anticipate, identify and respond to changes in condition, ensuring appropriate rehabilitation and maximizing the chances for a safe and timely discharge home. It is the RNs who are responsible for creating and directing the plan of care while coordinating with other health professionals in order to promote the highest level of health and well-being for each resident.
